German public procurement law provides different requirements and review procedures for tenders above and below the EU thresholds. At or above the EU thresholds, contracting authorities and entities must comply with public procurement provisions of the Act against Restraints to Competition (GWB) and several delegated acts. With regard to procurement involving public entities (as opposed to public authorities), the main law in this area is Federal Law No. 223-FZ on the Purchase of Goods, Works and Services by Certain Types of Legal Entities, dated 18 July 2011 (Law No. 223-FZ), which provides for a more liberalised procurement mechanism in comparison with Law No. 44-FZ.

Launched originally in 1992 as a publication focused on EU and UK procurement law, the journal rapidly established itself at a global level.
