Historians have criticized Foucault for providing too little evidence for a “great confinement” or for its uniformity throughout Europe (see, e.g., Midelfort 1980). But the critique misses the point since the numbers are irrelevant (Porter 1990). Exclusion was just as powerful as an idea since the concept of confinement was salient.
